California Lt. Gov. Gavin Newsom today filed his 33-page gun control initiative, known as the “Safety for All Act of 2016.” The legislation very much resembles other states’ attempts to place limits on magazine sizes, but it also squarely targets the sale and purchase of ammunition itself.

For the purposes of the legislation, “ammunition” includes, but is not limited to, any bullet, cartridge, magazine, clip, speed loader, autoloader, or projectile capable of being fired from a firearm with a deadly consequence — essentially anything but blanks.

The Firearms Policy Coalition Second Amendment Defense Committee notes that amendments to existing state law would make a Department of Justice ammunition purchase permit mandatory to buy ammunition, ban private ammunition sales and purchases from out-of-state retailers, and establish a gun owner database of ammunition purchasers.

The FPC says that Newsom “would need to collect about 366,000 valid signatures to qualify the proposal for the 2016 general election ballot. From there, it would be an up or down vote by the people of California.”
Other initiatives are up for consideration as well.
